USA: Verhandlungskonzept für NAFTA-Neuverhandlung publiziert
Nachdem Ende Juni die Coalition of Services Industries dem US-Handelsbeauftragten ihre Vorstellungen von einem «modernisierten» NAFTA vorgetragen hatte, hat nun dessen Büro ein «Summary of Objectives for the NAFTA-Renegotiation» herausgegeben. Es zeigt sich, dass die Verhandlungsziele weitgehend aus den beim TPP und TiSA vertretenen Positionen abgekupfert sind, so dass erwartet werden kann, dass die US auch den TiSA-Verhandlungsprozess bald wieder aufnehmen werden.
Aus kulturpolitischer Sicht ist die Position der CSI zentral, derzufolge keine kulturellen Ausnahmen zugestanden werden sollen.
«A variety of barriers in the media and entertainment sectors exist throughout Canada and Mexico, where cultural carve-outs have been taken to the disadvantage of U.S. media firms. Today, media is increasingly supplied through the digital ecosystem. To ensure a level-playing field and pro-competition business environment throughout the NAFTA markets, an updated NAFTA should not include broad cultural carve-outs; ensure that U.S. firms and content enjoy non-discriminatory treatment and full market access; and ensure that online distribution continues to be free from any discrimination or market access restrictions.» (p.4s)
